Liaoning unveils bold plan to become AI innovation hub by 2027

The province has launched an ambitious implementation plan to boost artificial intelligence development, aiming to build a 100-billion-yuan AI industry and lead national innovation by 2027.

Liaoning Province has released its “Implementation Plan for Promoting AI Innovation and Development,” laying out a strategic roadmap to transform the region into a leading AI innovation and application hub within two years. As first reported by Jintai News, the plan focuses on dual-core development anchored in Shenyang and Dalian, comprehensive infrastructure upgrades, industrial integration, and large-scale application deployment across sectors.

By 2027, Liaoning aims to exceed 5000 PFLOPS in computing power, achieve breakthroughs in over 100 key AI technologies, and cultivate more than 300 sizable AI enterprises. The province also targets building 8 AI industrial clusters, developing over 5 influential vertical large models, and forming a robust ecosystem of benchmark scenarios and demonstration cases. These efforts are expected to push the core AI industry scale beyond 100 billion yuan.

To support these goals, the province will simultaneously enhance computing infrastructure, encourage interdisciplinary basic research, and promote strategic integration between research institutions and enterprises. It plans to establish a series of scientific platforms, AI laboratories, and concept verification centers, while building out public service infrastructure to support industry-wide AI deployment.

Industrial cluster development will focus on intelligent terminals, smart wearables, and localized key equipment, coupled with strategic attraction of “chain-leading” firms and talent. Liaoning will also create a gradient enterprise database and promote emerging tech companies such as “little giants,” unicorns, and gazelles, further deepening the AI talent pipeline through interdisciplinary programs and new professional certifications.

Liaoning’s comprehensive and systematic AI development plan positions the province to play a leading role in China’s next phase of AI innovation. With high-level infrastructure, talent cultivation, and industrial integration, Liaoning is poised to transform itself into a dynamic and influential force in the global AI landscape.
