A Strategic Triple Axis for AI Leadership
South Korean President Lee Jae Myung has announced an ambitious industrial strategy to establish the country as a global leader in artificial intelligence and semiconductor technology. The initiative, described as a “great leap forward,” revolves around three core pillars: semiconductor manufacturing, physical AI systems, and large scale data centers. President Lee emphasized the need to secure the essential components of AI faster than any competing nation.
Massive Investments and Regional Expansion
The plan involves over 800 trillion won ($518 billion) from Samsung Electronics and SK Hynix to build two new chip fabrication sites in the country’s southwest region. Additional investments of 81 trillion won ($52.5 billion) will support a chip packaging cluster near Seoul, while SK Group, GS Group, and Naver will contribute 550 trillion won ($356 billion) toward AI data center construction. The government aims to build an AI data center exceeding 10 gigawatts by 2035, with total investments surpassing 1,000 trillion won ($648 billion).
Political Debates Over Regional Allocation
President Lee defended the decision to locate major semiconductor clusters in the Honam region, a traditional political stronghold for his Democratic Party. Critics argue the choice prioritizes political gain over commercial viability, accusing the government of pressuring chipmakers to invest in areas that may not be optimal for business. Lee countered by noting the region’s untapped power resources and his commitment to reducing economic disparities beyond the Seoul metropolitan area.
