OpenAI backs essential-service defenders with $1B in cyber models

Daybreak for Frontline Defenders will hand discounted access, training and support to water utilities, grid operators and local governments.

OpenAI is putting $1B behind getting its defensive cyber models to the organizations that run water systems, power grids and local government. The Daybreak for Frontline Defenders initiative, unveiled September 3 during a summit of roughly 300 security leaders at the company’s headquarters, bundles subsidized model access with training, technical support and partnerships. President Greg Brockman introduced the program, and OpenAI expects the subsidized access to be consumed within six months.

The US arm of the push, Daybreak for America, gathers the lab’s existing work protecting utilities and public institutions under one roof. Priority slots go to operators of essential services with thin security budgets: water and wastewater systems, electric grid operators, state and local governments, community and regional banks, nonprofits and open-source maintainers.

A pilot with the Multi-State Information Sharing and Analysis Center focuses on public-sector and water defenders, adding guided training and hands-on assistance to help them validate and prioritize findings and coordinate fixes. MS-ISAC runs under the Center for Internet Security. Its member organizations span state, local, tribal and territorial agencies, public hospitals and K-12 school districts. OpenAI separately says more than 35 technology and cybersecurity companies are embedding its models into their own tools and services.
