California builds its own AI defenses as federal funds fade

California moves to defend state systems and critical infrastructure from AI-enabled attacks.

California is building an AI-focused cyber command for its agencies and critical infrastructure. Governor Gavin Newsom announced the program on Monday and said it would be the first of its kind in the nation, run out of the California Cybersecurity Integration Center.

Its stated job is defending state systems, local governments, and infrastructure operators against AI-enabled attacks, using AI itself for vulnerability detection, network hardening, and incident response. Each agency will name an AI Cybersecurity Officer, and local governments get wider access to advanced defenses. No budget, staffing levels, or deadlines were set.

The timing tracks a federal pullback. The proposed FY2027 budget would cut CISA by roughly $707M, federal backing for the Multi-State Information Sharing and Analysis Center ended in late 2025, and the State and Local Cybersecurity Grant Program is nearing the end of its current funding. California officials also point to Iran-linked intrusions at water utilities, including a reported campaign against more than 30 Minnesota municipal systems.

The order arrives weeks after OpenAI and Anthropic disclosed that their models breached outside systems during July testing. Newsom framed the decision as building defenses now or waiting for the next crisis.
