Watchdog agencies that oversee how governments deploy AI are getting a funding boost from OpenAI. The company pledged $5M in training, technical support, and API credits over the next year to democratic oversight bodies, along with tools built for authorized reviewers.

OpenAI argues the institutions that check government power cannot keep up with machine-speed systems using paper-era review methods. Its three principles for the initiative: AI should reinforce human judgment rather than replace it, government AI use should stay traceable to authorized oversight, and oversight bodies should themselves be empowered with AI tools.

Under the plan, reviewers will get pilots that reconstruct the record around AI-assisted government decisions, showing inputs, outputs, and tool use so they can judge how the technology shaped outcomes. OpenAI says the tools will be interoperable where feasible and that participating institutions, not the company, keep control of the evidence and findings.

The lab also drew a clear line: it does not oversee the government and does not want to. That duty belongs to elected officials and public institutions, and OpenAI says its role is to support them under the National Security Principles it published and the Preparedness Framework it applies to its own models.
