NVIDIA announced a landmark partnership with Japan’s Noetra Corp. to build the world’s first national AI infrastructure — a Vera Rubin AI factory equipped with 13,750 Vera CPUs and 27,500 Rubin GPUs delivering 140 megawatts of data center capacity.
The initiative, backed by Japan’s Ministry of Economy, Trade and Industry, will serve as the computing foundation for the FRONTia Project, a national effort to develop open multimodal foundation models for physical AI applications spanning manufacturing, logistics, healthcare, and robotics.
Concurrently, NVIDIA introduced Cosmos 3 Edge, a 4-billion-parameter world model designed for on-device vision reasoning on Jetson Thor platforms. Japan’s physical AI ecosystem leaders — including FANUC, Fujitsu, Hitachi, Kawasaki Heavy Industries, Sony, and SoftBank — are joining the NVIDIA Cosmos Coalition to help build open frontier physical AI models.
NVIDIA CEO Jensen Huang said Japan “invented modern manufacturing” and is now building the AI factories that will power the next industrial revolution. The pretrained weights of Noetra’s multimodal models will be made broadly available to domestic developers alongside NVIDIA’s Nemotron, Cosmos, and Isaac GR00T open model stacks.
The announcements mark Japan’s most ambitious bet yet on AI as an industrial policy lever, combining government funding, corporate collaboration, and frontier silicon to leapfrog into the physical AI era.
